The way you handle this will basically depend on your budget, your business size, and your tolerance for pain. This really is a massive issue that I feel like Microsoft has overlooked. Those with valid Office 365 license will use Teams and Outlook Web. Staff will only need Word, Excel, and PowerPoint. Office 2021 LTSC is much more expensive than the Home and Business version. But can they revoke the key on one computer, and reinstall Office on a new computer? The SKU is retail so the client needs to ensure keys are properly stored, this is a not an issue. I found Office 2021 Home and Business is the least expensive one. The question is what type of perpetual Office 2021. I will source perpetual Office 2021 and install on these laptops. Some staff has Microsoft 365 Business Basic/Standard license, but most don't. My client has laptops that shared by staff.
